Carrier Selection: Will indicate whether carrier selection during rate shopping will be based strictly on cost or whether carrier performance will be considered when assessing tariff/service combinations. This parameter will control rate shopping performed during optimization as well as for A/P transactions in Transportation Manager. It has no impact on A/R routing. See Penalty Performance Point Amount for information on performance rating.
Time Based Rating Active: If you do not need time-based rating, clearing the Time Based Rating Active check box on the Rating and Scheduling tab may improve the rating performance process. Note that even if this field is cleared, users can still configure tariff charges that refer to time-based rating units. Users can also define rates for these tariff charges, even though the rates will be redundant. When this field is cleared, rating is not performed for any tariff charge that uses a time based unit as either the rating or the lookup unit.
Penalty Performance Point Amount: This penalty is used when assessing carriers if you enable performance rating (see Carrier Selection). When making a decision between tariff/service combinations for carriers, the carrier with the lower monetary rating incurs this penalty for each point that the performance grade is lower than the alternate carrier. Both Optimizer and Routing/Rating/Scheduling for A/P transactions will select a carrier with a lower performance grade if their cost plus the performance penalty is still less than the carrier with a higher (superior) performance grade.
Penalty Transit Mode Amount: This value is the penalty cost incurred for using a service with a transit mode that is different that the transit mode for the service for the tariff/service combination initially selected by the routing process (when considering only cost plus penalty for performance).

Always Use Planning Rating Mode: This will control whether “Planning” or "Confirmation" rating mode will be used when rating is performed for a load that has been confirmed or is in the process of being confirmed (that is, where Shipped Date/Time has been established). When rating is performed using "Planning" mode, the earliest possible Pickup From Date/Time for the shipments being picked at the load’s first stop or the load’s Scheduled Date/Time, whichever is later, will be used as the anchor date to identify tariffs and date specific charges. When rating is performed using "Confirmation" mode, the Shipped Date/Time for the load will be used to identify tariffs and date specific charges. Rating will always be performed using "Planning" mode for loads that have not reached the confirmation stage. For trips, determination is based on the status of the first load on the trip's itinerary.
