If the carrier and service for the load are both either hard or soft committed, the first identified carrier / service combination that meets these constraints will be placed at the top of the list, before any of the combinations that do not satisfy the soft commitment restrictions.
Note: If a load was proposed by Transportation Planner or an option was selected from the Rate Shop screen for loads, the carrier and service will be either hard or soft committed.
Entries from the initial version of the working list (other than the one based on hard and soft commitments) will be removed when the tariff/service has been excluded from carrier sequential tendering at tariff/service level and there is no override defined at the tariff/lane level enabling CST. In addition, entries (again, other than the committed one) will also be removed when an override has been established at tariff/lane level that excludes loads following this lane from participating in the CST process.
Entries will be included on the list even when the tariff/service has not been enabled for automated tender distribution (that is none of the Tender via Fax, Tender via Email or Tender via Event Notification check boxes are selected).
The list will be limited by the Number of Eligible Carrier / Services for CST, which cannot exceed 20.
If the Maximum Increment for CST (Percentage or Amount) is exceeded, the carrier / service combination will be placed on the list but a tender will not be issued to the carrier.
When rating is valid for the carrier / service associated with the load and scheduling considerations are satisfied, CST will defer the process of establishing the list of eligible carrier / service combinations until the tendering cycle for the first combination has concluded. If the carrier accepts the tender, the list of eligible combinations does not need to be performed for the load; if the carrier rejects the tender or it is canceled, routing, rating and scheduling will then be performed to identify other carrier service combinations capable of handling the load.
